Here's the latest. The outer text has been changed to "Fire Rescue", and the red outline on the letters is an improvement. The tartan's color has been enriched, with some very subtle light shades blended in. A texture has been added to the background blue, giving it a deeper color, which makes the star and lettering stand out. The earlier version is posted at the bottom for comparison.
